RVSF and the scrappage policy: what it changed for converter supply

A documented dismantling process changes the converter trade more than it first appears — not because the units are different, but because their provenance now is.

What an RVSF is

A registered vehicle scrapping facility is a dismantling operation authorised to take end-of-life vehicles, deregister them and break them under a documented process. The point of registering them is traceability: a vehicle that goes into an RVSF is accounted for, and the parts that come out of it have a recorded origin.

Why that matters for converters

Catalytic converters have a theft problem worldwide, for the obvious reason that a few hundred grammes of ceramic can carry a great deal of rhodium. Any recycler taking converters has to be able to say where its material came from. Buying from an RVSF, from established traders, from known dismantling yards and from OEM production waste is not just a supply decision — it is the answer to that question.

It also changes what a supplier needs back from a recycler. An RVSF is operating inside a framework that expects records, so the recycling certificate and the compliance documentation that travel with a consignment stop being a courtesy and start being part of the transaction.

What travels with a consignment

  • A recycling certificate for the material taken in.
  • Handling to the environmental compliance expected under government guidelines.
  • A correctly classified tax invoice.
  • Weighbridge records, and the assay for lots settled on assay.

The supply picture

A formal scrappage route means more vehicles reaching end of life through a channel that records them, rather than disappearing into informal dismantling. For a converter recycler that means volume that can be planned against, which is the difference between a spot trade and a contract. Our own intake last year was 1,45,006 units, and the stated target for the coming year is to double it.
